UNAPPROVED REGULAR BOARD MEETING MINUTES

NOVEMBER 21, 2016

 

BOARD PRESIDENT GUNN LED EVERYONE IN THE PLEDGE OF ALLEGIANCE.

 

BOARD PRESIDENT GUNN CALLED THE REGULAR MEETING TO ORDER AT 7:00 P.M. IN THE SUPERINTENDENT’S OFFICE AT 1008 COUNTY RD, BRUNSWICK, MO, 65236, WITH BOARD MEMBERS MANSON, MILLER, SIMS, YUNG AND ZEILSTRA PRESENT.  WHITE WAS ABSENT.  ALSO PRESENT WERE GUIDANCE COUNSELOR ANNA BLUNK, SUPERINTENDENT KOTTMAN, ELEMENTARY PRINCIPAL DUNCAN AND HIGH SCHOOL PRINCIPAL ENGELBRECHT.  

 

SIMS MOVED TO APPROVE THE AGENDA AS PRESENTED WITH THE FOLLOWING AMENDMENT:  MOVE B UNDER NEW BUSINESS “APPROVE SUB LIST” TO CLOSED SESSION.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

THERE WERE NO SPOKESPERSONS TO BE ADDED TO NEXT MONTH’S AGENDA.

 

MILLER MOVED TO APPROVE THE MINUTES OF THE OCTOBER 17, 2016 REGULAR AND CLOSED SESSION MEETINGS.  YUNG SECONDED THE MOTION.  THE MOTION CARRIED 4-0-2 WITH MANSON AND ZEILSTRA ABSTAINING.

 

SIMS MOVED TO APPROVE THE MINUTES OF THE NOVEMBER 2, 2016 SPECIAL BOARD MEETING.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 5-0-1 WITH MILLER ABSTAINING.

 

SIMS MOVED TO APPROVE THE FOLLOWING CONSENT AGENDA ITEMS:  THE FINANCIAL REPORT, UTILITY REPORT, AVERAGE DAILY ATTENDANCE AND AVERAGE DAILY BREAKFAST AND LUNCH PARTICIPATION REPORT, BILLS AND SALARIES AND PRINCIPALS’ REPORTS.  YUNG SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

DURING PUBLIC COMMENT SUPERINTENDENT KOTTMAN READ A THANK YOU FROM THE FAMILY OF LARRY BRESHEARS.

 

ANNA BLUNK PRESENTED AN EVALUATION OF THE DISTRICT’S GUIDANCE/COUNSELING AND TESTING PROGRAMS.  MILLER MOVED TO APPROVE THE EVALUATION OF THE DISTRICT’S GUIDANCE/COUNSELING AND TESTING PROGRAMS AS PRESENTED.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

SUPERINTENDENT KOTTMAN PRESENTED THE DISTRICT’S 2016 ANNUAL PERFORMANCE REPORT (APR). NO ACTION WAS TAKEN.

 

SUPERINTENDENT KOTTMAN PRESENTED OPTIONS FOR VOLUNTARY UMBRELLA LIABILITY LIMITS AND VOLUNTARY CYBER COVERAGE FOR 2017.  SIMS MOVED TO APPROVE CYBER COVERAGE AND $5,000,000 UMBRELLA COVERAGE FOR 2017.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

SIMS MOVED TO WAIVE THE THREE READINGS OF NEW BOARD POLICIES 2115, 2315, AND 4750.  YUNG SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

SIMS MOVED TO APPROVE NEW BOARD POLICIES 2115, 2315 (WITH THE INSERTION OF 5 DAYS OF SCHOOL DAYS) AND 4750.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

SUPERINTENDENT KOTTMAN PRESENTED BIDS FOR A NEW SCHOOL BUS.  MILLER MOVED TO ACCEPT THE BID FROM MIDWEST BUS SALES INC FOR A NEW 

THOMAS SAF-T-LINER AT A TOTAL COST OF $80,128.00 ($79,228 PLUS $900 FOR A CARRIER ON THE SIDE).  YUNG SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

SIMS MOVED TO APPROVE THE DATES FOR BOARD MEMBER FILING BEGINNING TUESDAY, DECEMBER 13, 2016 AT 8:00 AM AND ENDING TUESDAY, JANUARY 17, 2017 AT 5:00 PM.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 6-0.  

 

SUPERINTENDENT KOTTMAN PRESENTED ONE BID FOR SNOW REMOVAL FOR THE 2016-2017 SCHOOL YEAR.  SIMS MOVED TO ACCEPT THE BID FROM JORDAN HARMON AT $90/PER HOUR FOR SNOW REMOVAL FOR THE 2016-2017 SCHOOL YEAR.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 5-0-1 WITH YUNG ABSTAINING.

 

SUPERINTENDENT KOTTMAN INFORMED THE BOARD THAT HE RECEIVED A REQUEST FROM THE KEYTESVILLE R-III BOARD OF EDUCATION FOR A MEETING TO DISCUSS FUTURE SPORTS CO-OP OPTIONS.  NO ACTION WAS TAKEN.

 

FOLLOWING ANNOUNCEMENTS, SIMS MOVED TO ADJOURN THE MEETING TO CLOSED SESSION WITH CLOSED RECORD AND CLOSED VOTE PURSUANT TO RSMO 610.021(3)(6)(13).  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 6-0 BY ROLL CALL VOTE AS FOLLOWS:  MANSON, AYE; MILLER, AYE; SIMS, AYE; YUNG, AYE; ZEILSTRA, AYE; AND GUNN, AYE.

 

THE MEETING RESUMED FOLLOWING CLOSED SESSION.

 

SIMS MOVED TO ADJOURN FROM THE MEETING.  YUNG SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

THE MEETING ADJOURNED AT 9:29 P.M.
