UNAPPROVED REGULAR BOARD MEETING MINUTES

AUGUST 19, 2019

 

BOARD PRESIDENT GUNN LED EVERYONE IN THE PLEDGE OF ALLEGIANCE.

 

BOARD PRESIDENT GUNN CALLED THE REGULAR MEETING TO ORDER AT 7:00 P.M. IN THE SUPERINTENDENT’S OFFICE AT 1008 COUNTY RD, BRUNSWICK, MO, 65236, WITH BOARD MEMBERS BARNETT, MANSON, MILLER, SIMS AND ZEILSTRA PRESENT.  RICE WAS ABSENT.  ALSO PRESENT WERE SUPERINTENDENT KOTTMAN AND BOARD SECRETARY GIGER.

 

SIMS MOVED TO APPROVE THE AGENDA AS PRESENTED WITH THE FOLLOWING AMENDMENT:  UNDER NEW BUSINESS ADD G. “CONSIDERATION OF NEW LAWN MOWER”.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

RICE ENTERED THE MEETING AT 7:02 P.M.

 

THE 2019-2020 TAX RATE HEARING WAS HELD.  MILLER MOVED TO SET THE TAX RATE FOR 2019-2020 AT $3.8236 WITH $3.0180 PLACED IN THE GENERAL FUND AND $0.8056 PLACED IN THE DEBT SERVICE FUND.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

THERE WERE NO SPOKESPERSONS TO BE ADDED TO NEXT MONTH’S AGENDA.

 

SIMS MOVED TO APPROVE THE MINUTES OF THE JULY 22, 2019 REGULAR AND CLOSED MEETINGS.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 6-0-1 WITH MILLER ABSTAINING.

 

ZEILSTRA MOVED TO APPROVE THE MINUTES OF THE AUGUST 12, 2019 SPECIAL AND CLOSED SESSION MEETINGS.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 5-0-2 WITH MILLER AND RICE ABSTAINING.

 

ZEILSTRA MOVED TO APPROVE CHECK NUMBER 36110 IN THE AMOUNT OF $168.51 TO STEPHANIE KUHLER, CHECK NUMBER 36141 IN THE AMOUNT OF $20.18 TO ALYCE SIMS AND CHECK NUMBER 36173 IN THE AMOUNT OF $450.00 TO SIMS CUSTOM PRINTING.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0-1 WITH SIMS ABSTAINING.

 

MANSON MOVED TO APPROVE CHECK NUMBER 36150 IN THE AMOUNT OF $8.18 TO KENDRA ZEILSTRA.  SIMS SECONDED THE MOTION.  THE MOTION CARRIED 6-0-1 WITH ZEILSTRA ABSTAINING.

 

MILLER MOVED TO APPROVE THE FOLLOWING CONSENT AGENDA ITEMS:  THE FINANCIAL REPORT, BILLS AND SALARIES EXCLUDING CHECK NUMBERS 36110, 36141, 36173 AND 36150, AND PRINCIPAL REPORTS.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 7-0. 

 

THERE WAS NO PUBLIC COMMENT.

 

HIGH SCHOOL PRINCIPAL ENGELBRECHT AND ELEMENTARY PRINCIPAL SIMS ENTERED THE MEETING AT 7:09 P.M.

 

SUPERINTENDENT KOTTMAN DISCUSSED BOND PROJECTS.  NO ACTION WAS TAKEN.

 

SUPERINTENDENT KOTTMAN REVIEWED SUMMER PROJECTS.  NO ACTION WAS TAKEN.

 

SUPERINTENDENT KOTTMAN DISCUSSED 2019-2020 FUNDRAISERS WITH THE BOARD.  NO ACTION WAS TAKEN.

 

ELEMENTARY PRINCIPAL SIMS PRESENTED THE REVISED 2019-2020 ELEMENTARY SCHOOL STUDENT HANDBOOK.  MILLER MOVED TO APPROVE THE REVISED 2019-2020 ELEMENTARY SCHOOL STUDENT HANDBOOK AS PRESENTED.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

HIGH SCHOOL PRINCIPAL ENGELBRECHT PRESENTED THE REVISED 2019-2020 HIGH SCHOOL STUDENT HANDBOOK.  RICE MOVED TO APPROVE THE REVISED 2019-2020 HIGH SCHOOL STUDENT HANDBOOK AS PRESENTED.  MILLER SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

SIMS MOVED TO APPROVE THE 2018-2019 ASBR.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

MANSON MOVED TO APPROVE THE SUBSTITUTE PAY FOR 2019-2020 AT $80.00 PER DAY.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

SIMS MOVED TO APPROVE THE 2019-2020 SUBSTITUTE LIST.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

MILLER MOVED TO ADOPT THE MODEL A COMPLIANCE PLAN MADE AVAILABLE BY THE DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION AS THE LOCAL COMPLIANCE PLAN. ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

SUPERINTENDENT KOTTMAN PRESENTED A BID FROM SYDENSTRICKER IMPLEMENT COMPANY AT SALISBURY FOR A NEW MOWER.  AFTER TRADE-IN THE BALANCE DUE IS $9,500.00.  SIMS MOVED TO APPROVE THE PURCHASE OF A NEW LAWN MOWER FROM SYDENSTRICKER IMPLEMENT COMPANY AT SALISBURY.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

FOLLOWING ANNOUNCEMENTS, SIMS MOVED TO ADJOURN THE MEETING TO CLOSED SESSION WITH CLOSED RECORD AND CLOSED VOTE PURSUANT TO RSMO 610.021(3)(6)(13).  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0 BY ROLL CALL VOTE AS FOLLOWS:  MANSON, AYE; BARNETT, AYE; RICE, AYE; MILLER, AYE; SIMS, AYE; ZEILSTRA, AYE; AND GUNN, AYE.

 

THE MEETING RESUMED FOLLOWING CLOSED SESSION.

 

BARNETT MOVED TO ADJOURN FROM THE MEETING.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

THE MEETING ADJOURNED AT 7:55 P.M.
