UNAPPROVED REGULAR BOARD MEETING MINUTES

OCTOBER 21, 2019

 

BOARD PRESIDENT GUNN LED EVERYONE IN THE PLEDGE OF ALLEGIANCE.

 

BOARD PRESIDENT GUNN CALLED THE REGULAR MEETING TO ORDER AT 7:00 P.M. IN THE SUPERINTENDENT’S OFFICE AT 1008 COUNTY RD, BRUNSWICK, MO, 65236, WITH BOARD MEMBERS BARNETT, MANSON, MILLER, RICE AND SIMS PRESENT.  ZEILSTRA WAS ABSENT.  ALSO PRESENT WERE JOE KLEIN AND TRACY LORENZ FROM SEPTAGON CONSTRUCTION COMPANY, JAY BERENDZEN FROM PORTER, BERENDZEN & ASSOCIATES, JOHN GILLUM, CPA, DISTRICT TECHNOLOGY COORDINATOR NYLE BOWYER, SUPERINTENDENT KOTTMAN, HIGH SCHOOL PRINCIPAL ENGELBRECHT AND BOARD SECRETARY GIGER.

 

SIMS MOVED TO APPROVE THE AGENDA AS PRESENTED WITH THE FOLLOWING AMENDMENT:  UNDER NEW BUSINESS, ADD “D” CONSIDERATION OF BUS PURCHASE.  MILLER SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

DISTRICT AUDITOR JOHN W GILLUM CPA PRESENTED THE DISTRICT’S AUDIT FOR THE YEAR ENDED JUNE 30, 2019.  SIMS MOVED TO APPROVE THE DISTRICT’S AUDIT FOR THE YEAR ENDED JUNE 30, 2019 AS PRESENTED.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

THERE WERE NO SPOKESPERSONS TO BE ADDED TO NEXT MONTH’S AGENDA.

 

SIMS MOVED TO APPROVE THE MINUTES OF THE OCTOBER 7, 2019 SPECIAL MEETING.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 5-0-1 WITH MANSON ABSTAINING.

 

MILLER MOVED TO APPROVE CHECK NUMBER 36395 IN THE AMOUNT OF $18.12 TO MISTY EDMUNDSON, CHECK NUMBER 36433 IN THE AMOUNT OF $223.60 TO HEATHER SIMS AND CHECK NUMBER 36458 IN THE AMOUNT OF $16.27 TO RYLEE MEYER.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 5-0-1 WITH SIMS ABSTAINING.

 

SIMS MOVED TO APPROVE CHECK NUMBER 36377 IN THE AMOUNT OF $40.00 TO BRUNSWICK DISTRIBUTING COMPANY, CHECK NUMBER 36399 IN THE AMOUNT OF $95.40 TO GERALD GUNN, CHECK NUMBER 36400 IN THE AMOUNT OF $41.75 TO KIRK GUNN, CHECK NUMBER 36406 IN THE AMOUNT OF $23.25 TO MARI DON KAHN AND CHECK NUMBER 36452 IN THE AMOUNT OF $244.26 TO GERALD GUNN.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 5-0-1 WITH GUNN ABSTAINING.

 

MILLER MOVED TO APPROVE THE FOLLOWING CONSENT AGENDA ITEMS:  MINUTES OF THE SEPTEMBER 16, 2019 REGULAR AND CLOSED SESSION MEETINGS, THE FINANCIAL REPORT, UTILITY REPORT, AVERAGE DAILY ATTENDANCE & AVERAGE DAILY BREAKFAST & LUNCH PARTICIPATION REPORT BILLS AND SALARIES EXCLUDING CHECK NUMBERS 36395, 36433, 36458, 36377, 36399, 36400, 36406 AND 36452 AND PRINCIPAL REPORTS.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

THERE WAS NO PUBLIC COMMENT.

 

JOE KLEIN, TRACY LORENZ AND JAY BERENDZEN REVIEWED A TIMELINE AND SUBCONTRACTOR LIST FOR THE CONSTRUCTION PROJECT AND ANSWERED BOARD MEMBER QUESTIONS.  NO ACTION WAS TAKEN.

 

KLEIN, LORENZ, BERENDZEN AND BOWYER LEFT THE MEETING.

 

HIGH SCHOOL PRINCIPAL ENGELBRECHT PRESENTED FOR CONSIDERATION THE REVISED LITERACY INTERVENTION PLAN FOR 2019-2020 ON BEHALF OF ELEMENTARY PRINCIPAL SIMS.  SIMS MOVED TO APPROVE THE REVISED LITERACY INTERVENTION PLAN FOR 2019-2020 AS PRESENTED.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0. 

 

SUPERINTENDENT KOTTMAN DISCUSSED A CLAA CONFERENCE EXPANSION.  NO ACTION WAS TAKEN.

 

ELEMENTARY PRINCIPAL SIMS ENTERED THE MEETING.

 

SUPERINTENDENT KOTTMAN REVIEWED THE DISTRICT’S 2019 APR.  NO ACTION WAS TAKEN.

 

SUPERINTENDENT KOTTMAN PRESENTED THE COST OF A 2021 THOMAS SCHOOL BUS.  SIMS MOVED TO APPROVE THE PURCHASE OF A 2021 THOMAS SCHOOL BUS WITH DASH A/C AND REMOTE MIRRORS ADDED.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

FOLLOWING ANNOUNCEMENTS, SIMS MOVED TO ADJOURN THE MEETING TO CLOSED SESSION WITH CLOSED RECORD AND CLOSED VOTE PURSUANT TO RSMO 610.021(3)(6)(13).  MILLER SECONDED THE MOTION.  THE MOTION CARRIED 6-0 BY ROLL CALL VOTE AS FOLLOWS:  MANSON, AYE; BARNETT, AYE; RICE, AYE; MILLER, AYE; SIMS, AYE; AND GUNN, AYE.

 

THE MEETING RESUMED FOLLOWING CLOSED SESSION.

 

MILLER MOVED TO ADJOURN FROM THE MEETING.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

THE MEETING ADJOURNED AT 9:38 P.M.
