UNAPPROVED REGULAR BOARD MEETING MINUTES

MARCH 16, 2020

 

BOARD PRESIDENT GUNN LED EVERYONE IN THE PLEDGE OF ALLEGIANCE.

 

BOARD PRESIDENT GUNN CALLED THE REGULAR MEETING TO ORDER AT 7:00 P.M. IN THE LIBRARY MEDIA CENTER AT 1008 COUNTY RD, BRUNSWICK, MO, 65236, WITH BOARD MEMBERS BARNETT, MILLER, RICE, SIMS AND ZEILSTRA PRESENT. MANSON WAS ABSENT.  ALSO PRESENT WERE JAY AND JON BERENDZEN OF PORTER, BERENDZEN AND ASSOCIATES, BOARD MEMBER CANDIDATES SHAWN MEYER  AND DEREK SCHUCHMANN, SUPERINTENDENT KOTTMAN,  HIGH SCHOOL PRINCIPAL ENGELBRECHT, ELEMENTARY PRINCIPAL SIMS AND BOARD SECRETARY GIGER.

 

SIMS MOVED TO APPROVE THE AGENDA AS PRESENTED.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

THERE WERE NO SPOKESPERSONS TO BE ADDED TO NEXT MONTH’S AGENDA.

 

JAY AND JON BERENDZEN OF PORTER, BERENDZEN AND ASSOCIATES UPDATED THE BOARD ON THE CONSTRUCTION PROJECT.  NO ACTION WAS TAKEN.

 

JAY AND JON BERENDZEN LEFT THE MEETING.

 

HIGH SCHOOL PRINCIPAL ENGELBRECHT UPDATED THE BOARD ON SCHOOL-BASED SERVICES WITH BURRELL YOUTH SERVICES.  NO ACTION WAS TAKEN.

 

SIMS MOVED TO APPROVED THE MINUTES OF THE FEBRUARY 26, 2020 SPECIAL AND CLOSED MEETINGS.  MILLER SECONDED THE MOTION.  THE MOTION CARRIED 4-0-2 WITH GUNN AND ZEILSTRA ABSTAINING.

 

ZEILSTRA MOVED TO APPROVE CHECK NUMBER 37069 IN THE AMOUNT OF $57.60 TO MISTY EDMUNDSON AND CHECK NUMBER 37098 IN THE AMOUNT OF $208.00 TO HEATHER SIMS.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 5-0-1 WITH SIMS ABSTAINING.

 

ZEILSTRA MOVED TO APPROVE THE FOLLOWING CONSENT AGENDA ITEMS:  MINUTES OF THE FEBRUARY 18, 2020 REGULAR AND CLOSED SESSION MEETINGS, THE FINANCIAL REPORT, UTILITY REPORT, AVERAGE DAILY ATTENDANCE & AVERAGE DAILY BREAKFAST & LUNCH PARTICIPATION REPORT, BILLS AND SALARIES EXCLUDING CHECK NUMBERS 37069 AND 37098, AND PRINCIPAL REPORTS. MILLER SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

DURING PUBLIC COMMENT DEREK SCHUCHMANN STATED THAT THE GRAVEL DRIVE USED AS AN EXIT IS IN BAD SHAPE AND NEEDS TO BE GRADED.  SUPERINTENDENT KOTTMAN SAID THAT HE HAD WORKED ON THE DRIVE ON FRIDAY AND IT WOULD BE TAKEN CARE OF WEATHER PERMITTING.

 

SUPERINTENDENT KOTTMAN PRESENTED THE FINAL THREE YEAR TAX COMPARISON.  NO ACTION WAS TAKEN.

 

SUPERINTENDENT KOTTMAN PRESENTED PAY APPLICATION NUMBER 5 TO SEPTAGON CONSTRUCTION CO INC. IN THE AMOUNT OF $85,074.40.  MILLER MOVED TO APPROVE PAY APPLICATION NUMBER 5 IN THE AMOUNT OF $85,074.40 TO SEPTAGON CONSTRUCTION CO INC.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

SIMS MOVED TO TABLE AMENDING THE 2019-2020 SCHOOL CALENDAR TO THE APRIL BOARD MEETING.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 6-0. 

 

SUPERINTENDENT KOTTMAN OPENED ONE BID THAT WAS RECEIVED FOR THE 2006 SCHOOL BUS.  TESSA TATE MAUZEY SUBMITTED A BID FOR $311.00.  BARNETT MOVED TO REJECT THE BID AND RE-ADVERTISE FOR BIDS BEYOND THE LOCAL NEWSPAPER, WITH BIDS DUE ON APRIL 20, 2020, THE DAY OF THE NEXT BOARD MEETING.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

SUPERINTENDENT KOTTMAN DISCUSSED COVID-19. 

 

ELEMENTARY PRINCIPAL SIMS PRESENTED A LIST OF TENTATIVE EXPENSES FOR THE 2020 SUMMER SCHOOL.  MILLER MOVED TO APPROVE THE TENTATIVE EXPENSES FOR THE 2020 SUMMER SCHOOL.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 6-0. 

 

FOLLOWING ANNOUNCEMENTS, SIMS MOVED TO ADJOURN THE MEETING TO CLOSED SESSION WITH CLOSED RECORD AND CLOSED VOTE PURSUANT TO RSMO 610.021(3)(6)(13).  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0 BY ROLL CALL VOTE AS FOLLOWS:  BARNETT, AYE; RICE, AYE; MILLER, AYE; SIMS, AYE; ZEILSTRA, AYE AND GUNN, AYE.

 

THE MEETING RESUMED FOLLOWING CLOSED SESSION.

 

MILLER MOVED TO ADJOURN FROM THE MEETING.  SIMS SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

THE MEETING ADJOURNED AT 7:48 P.M.
