UNAPPROVED REGULAR BOARD MEETING MINUTES

APRIL 20, 2020

 

BOARD PRESIDENT GUNN LED EVERYONE IN THE PLEDGE OF ALLEGIANCE.

 

BOARD PRESIDENT GUNN CALLED THE REGULAR MEETING TO ORDER AT 7:00 P.M. IN THE LIBRARY MEDIA CENTER AT 1008 COUNTY RD, BRUNSWICK, MO, 65236, WITH BOARD MEMBERS BARNETT, MANSON, MILLER, RICE, SIMS AND ZEILSTRA PRESENT.  ALSO PRESENT WERE SUPERINTENDENT KOTTMAN,  HIGH SCHOOL PRINCIPAL ENGELBRECHT AND ELEMENTARY PRINCIPAL SIMS.  PRESENT IN THE STEM LAB WERE TECHNOLOGY COORDINATOR NYLE BOWYER AND BOARD MEMBER CANDIDATE SHAWN MEYER. 

 

SIMS MOVED TO APPROVE THE AGENDA AS PRESENTED WITH THE FOLLOWING AMENDMENT: UNDER NEW BUSINESS, ADD G. “DECLARE SURPLUS PROPERTY”.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

THERE WERE NO SPOKESPERSONS TO BE ADDED TO NEXT MONTH’S AGENDA.

 

MILLER MOVED TO APPROVE THE MINUTES OF THE MARCH 16, 2020 REGULAR AND CLOSED MEETINGS.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 6-0-1 WITH MANSON ABSTAINING.

 

ZEILSTRA MOVED TO APPROVE CHECK NUMBER 37186 IN THE AMOUNT OF $40.00 TO GERALD GUNN.  SIMS SECONDED THE MOTION.  THE MOTION CARRIED 6-0-1 WITH GUNN ABSTAINING.

 

ZEILSTRA MOVED TO APPROVE CHECK NUMBER 37204 IN THE AMOUNT OF $100.00 TO HANNAH RICE.  SIMS SECONDED THE MOTION.  THE MOTION CARRIED 6-0-1 WITH RICE ABSTAINING.

 

ZEILSTRA MOVED TO APPROVE CHECK NUMBER 37207 IN THE AMOUNT OF $136.00 TO HEATHER SIMS.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0-1 WITH SIMS ABSTAINING.

 

ZEILSTRA MOVED TO APPROVE THE FOLLOWING CONSENT AGENDA ITEMS:  THE FINANCIAL REPORT, UTILITY REPORT, AVERAGE DAILY ATTENDANCE & AVERAGE DAILY BREAKFAST & LUNCH PARTICIPATION REPORT AND BILLS AND SALARIES EXCLUDING CHECK NUMBERS 37186, 37204 AND 37207. SIMS SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

THERE WAS NO PUBLIC COMMENT.

 

MILLER MOVED TO CANCEL 2020 SUMMER SCHOOL.  SIMS SECONDED THE MOTION.  THE MOTION WAS DEFEATED 2-5, WITH BARNETT, GUNN, MANSON,  RICE AND ZEILSTRA VOTING NO.  RICE MOVE TO RE-SCHEDULE AND ATTEMPT TO HAVE 2020 SUMMER SCHOOL JUNE 15TH THRU JULY 3RD, PENDING THE MISSOURI GOVERNOR’S PROCLAMATION.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

SIMS MOVED TO ADD CROSS COUNTRY TO FALL SPORTS.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 5-1-1 WITH RICE AGAINST AND ZEILSTRA ABSTAINING.

 

THE DISTRICT RECEIVED TEN BIDS FOR THE SURPLUS 2006 SCHOOL BUS.  MILLER MOVED TO ACCEPT THE HIGH BID OF $2,500.00 FROM MATT MAUE.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

SUPERINTENDENT KOTTMAN DISCUSSED SUMMER MAINTENANCE.

 

SUPERINTENDENT KOTTMAN PRESENTED CHANGE ORDER PROPOSALS 6,7,8,9 AND 10 FROM SEPTAGON CONSTRUCTION.  RICE MOVED TO APPROVE CHANGE ORDER PROPOSALS 6,7,8,9 AND 10.  SIMS SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

ZEILSTRA MOVED TO APPROVE PAY APPLICATION #6 TO SEPTAGON CONSTRUCTION IN THE AMOUNT OF $123,338.26.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

HIGH SCHOOL PRINCIPAL ENGELBRECHT PRESENTED A LIST OF 21 SENIORS FOR GRADUATION.  MILLER MOVED TO APPROVE THE LIST OF 21 SENIORS FOR GRADUATION PROVIDED THEY MEET THE REQUIREMENTS SET FORTH BY THE STATE OF MISSOURI AND THE BRUNSWICK R-II BOARD OF EDUCATION.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

HIGH SCHOOL PRINCIPAL ENGELBRECHT UPDATED THE BOARD ON GRADUATION AND PROM.  NO ACTION WAS TAKEN.

 

SUPERINTENDENT KOTTMAN PRESENTED FOUR SALARY OPTIONS FOR THE 2020-2021 SCHOOL YEAR.  ZEILSTRA MOVED TO APPROVE A SALARY SCHEDULE FOR 2020-2021 THAT WOULD ADD $500 TO THE BASE, 1 VERTICAL STEP TO ALL COLUMNS AND ALLOW EVERYONE TO MOVE WITHIN THE SALARY SCHEDULE.  SIMS SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

MILLER MOVED TO APPROVE A 3.3% INCREASE FOR SUPPORT STAFF FOR 2020-2021.  SIMS SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

SUPERINTENDENT KOTTMAN PRESENTED A LIST OF CAREER LADDER CANDIDATES FOR 2020-2021 AND ASKED THAT THE BOARD CONTINUE PAYING CAREER LADDER AT 60% FOR 2020-2021.  ZEILSTRA MOVED TO APPROVE CONTINUING TO PAY CAREER LADDER AT 60% FOR 2020-2021.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

A DISCUSSION WAS HELD CONCERNING THE MAY BOARD MEETING.  NO ACTION WAS TAKEN.

 

SIMS MOVED TO DECLARE THE FOLLOWING AS SURPLUS PROPERTY:  855 JOHN DEERE AND WALK-IN COOLER/FREEZER.  MILLER SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

DURING ANNOUNCEMENTS, SIMS THANKED MILLER FOR GOING ABOVE AND BEYOND HER TERM ON THE BOARD.

 

SIMS MOVED TO ADJOURN THE MEETING TO CLOSED SESSION WITH CLOSED RECORD AND CLOSED VOTE PURSUANT TO RSMO 610.021(3)(6)(13).  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 7-0 BY ROLL CALL VOTE AS FOLLOWS:  MANSON, AYE; BARNETT, AYE; RICE, AYE; MILLER, AYE; SIMS, AYE; ZEILSTRA, AYE AND GUNN, AYE.

 

THE MEETING RESUMED FOLLOWING CLOSED SESSION.

 

MILLER MOVED TO ADJOURN FROM THE MEETING.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

THE MEETING ADJOURNED AT 8:46 P.M
