APPROVED REGULAR BOARD MEETING MINUTES

JUNE 15, 2020

 

BOARD PRESIDENT GUNN LED EVERYONE IN THE PLEDGE OF ALLEGIANCE.

 

BOARD PRESIDENT GUNN CALLED THE REGULAR MEETING TO ORDER AT 7:00 P.M. IN THE LIBRARY MEDIA CENTER AT 1008 COUNTY RD, BRUNSWICK, MO, 65236, WITH BOARD MEMBERS BARNETT, MANSON, MILLER, RICE AND SIMS PRESENT.  ZEILSTRA WAS ABSENT.  ALSO PRESENT WERE BOARD MEMBERS ELECT SHAWN MEYER AND DEREK SCHUCHMANN, SUPERINTENDENT KOTTMAN,  HIGH SCHOOL PRINCIPAL ENGELBRECHT, ELEMENTARY PRINCIPAL SIMS, 2020-2021 HIGH SCHOOL PRINCIPAL SINGLETON AND BOARD SECRETARY GIGER.  

 

SIMS MOVED TO APPROVE THE AGENDA AS PRESENTED.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0. 

 

THERE WERE NO SPOKESPERSONS TO BE ADDED TO NEXT MONTH’S AGENDA.

 

SIMS MOVED TO APPROVE THE MINUTES OF THE MAY 18, 2020 REGULAR MEETING.  MILLER SECONDED THE MOTION.  THE MOTION CARRIED 5-0-1 WITH BARNETT ABSTAINING.

 

MILLER MOVED TO APPROVE THE FOLLOWING CONSENT AGENDA ITEMS:  THE FINANCIAL REPORT, UTILITY REPORT AND BILLS AND SALARIES.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

THERE WAS NO PUBLIC COMMENT.

 

SUPERINTENDENT KOTTMAN UPDATED THE BOARD ON THE CONSTRUCTION.  SIMS MOVED TO APPROVE ASI #11 AND REVISED ASI #07.  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

MILLER MOVED TO APPROVE PAY APPLICATION #8 TO SEPTAGON CONSTRUCTION IN THE AMOUNT OF $256,755.55.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 6-0.

 

SIMS MOVED TO ADJOURN TO CLOSED SESSION WITH CLOSED RECORD AND CLOSED VOTE PURSUANT TO 610.021(3)(6)(13).  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 6-0 BY ROLL CALL VOTE AS FOLLOWS:  MANSON, AYE; BARNETT, AYE; RICE, AYE; MILLER, AYE; SIMS, AYE AND GUNN, AYE.  

 

THE MEETING RESUMED FOLLOWING CLOSED SESSION.  BOARD MEMBER ZEILSTRA ENTERED THE MEETING DURING CLOSED SESSION.

 

SUPERINTENDENT KOTTMAN PRESENTED THE FOLLOWING OFFICIAL RESULTS OF THE JUNE 2, 2020 ELECTION:

ZEILSTRA MOVED TO CERTIFY THE OFFICIAL RESULTS OF THE JUNE 2, 2020 ELECTION AS PRESENTED.  SIMS SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

SUPERINTENDENT ADMINISTERED THE OATH OF OFFICE TO RE-ELECTED BOARD MEMBER TYLER BARNETT AND NEW BOARD MEMBERS SHAWN MEYER AND DEREK SCHUCHMANN.

 

FORMER BOARD MEMBERS GUNN AND MILLER LEFT THE MEETING.

 

SUPERINTENDENT KOTTMAN CALLED FOR NOMINATIONS FOR BOARD PRESIDENT.  ZEILSTRA NOMINATED REGGIE SIMS.  THE VOTE WAS 6-0-1 WITH SIMS ABSTAINING.

 

BOARD PRESIDENT SIMS CALLED FOR NOMINATIONS FOR BOARD VICE-PRESIDENT.  BARNETT NOMINATED TOM ZEILSTRA.  THE VOTE WAS 6-0-1 WITH ZEILSTRA ABSTAINING.

 

BOARD PRESIDENT SIMS CALLED FOR NOMINATIONS FOR TREASURER.  ZEILSTRA NOMINATED TYLER BARNETT.  THE VOTE WAS 6-0-1 WITH BARNETT ABSTAINING.

 

BARNETT MOVED TO APPOINT GIGER AS BOARD SECRETARY.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

ZEILSTRA MOVED TO APPOINT CARA ENGELBRECHT AS THE AUTHORIZED REPRESENTATIVE FOR THE DISTRICT.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

MANSON MOVED TO AMEND THE 2019-2020 BUDGET TO ACTUAL.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

SUPERINTENDENT KOTTMAN PRESENTED A PRELIMINARY BUDGET FOR 2020-2021.  BARNETT MOVED TO APPROVE THE PRELIMINARY BUDGET FOR 2020-2021 AS PRESENTED.  ZEILSTRA SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

HIGH SCHOOL PRINCIPAL ENGELBRECHT PRESENTED THE 2020-2021 A+ SCHOOL PROGRAM HANDBOOK FOR CONSIDERATION.  ZEILSTRA MOVED TO APPROVE THE 2020-2021 A+ SCHOOL PROGRAM HANDBOOK AS PRESENTED.  SCHUCHMANN SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

HIGH SCHOOL PRINCIPAL ENGELBRECHT ASKED THAT THE BOARD RESCIND MCE POLICY 2874 ADMINISTERING OPIOID ANTAGONISTS.  RICE MOVED TO RESCIND MCE POLICY 2874.  MANSON SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

DURING ANNOUNCEMENTS, HIGH SCHOOL PRINCIPAL ENGELBRECHT DISCUSSED THE USE OF THE EAST BATTING CAGE FOR A BRUNSWICK STUDENT’S SAE PROJECT AND A SUMMER CONTACT PLAN FOR ATHLETICS.

 

ZEILSTRA MOVED TO ADJOURN TO CLOSED SESSION WITH CLOSED RECORD AND CLOSED VOTE PURSUANT TO 610.021(3)(6)(13).  BARNETT SECONDED THE MOTION.  THE MOTION CARRIED 7-0 BY ROLL CALL VOTE AS FOLLOWS:  MANSON, AYE; BARNETT, AYE; RICE, AYE; MEYER, AYE; ZEILSTRA, AYE; SCHUCHMANN, AYE AND SIMS AYE.  

 

THE MEETING RESUMED FOLLOWING CLOSED SESSION.

 

BARNETT MOVED TO ADJOURN FROM THE MEETING.  RICE SECONDED THE MOTION.  THE MOTION CARRIED 7-0.

 

THE MEETING ADJOURNED AT 8:04 P.M.
